Former world number one, Williams, playing in her first event in over four months because of injury, showed no signs of rustiness as she swept her 17-year-old Romanian opponent 6-3 6-2.
Williams will now face Israeli top seed, Shahar Peer, who took advantage of eight double faults by the unseeded Meilen Tu in their semi-final match to triumph 6-4 7-5.
"It's been a long week and a lot of matches for me," said 26-year-old Williams. "But I'm excited to (have a chance of) winning the title."
Williams can be found trading at 1.59 to win the tournament, while Peer is available at 1.81.
The recovering US star is also available at 2 and 3.8 to win in straight sets and two-sets-to-one respectively in the Set Betting markets, while she is also on offer at 1.75 in the Match Odds market.
