Are the layers right to offer Padraig Harrington at odds of 65?

It seems strange to see Harrington trading amongst the outsiders, given his two relatively recent Open titles and longstanding prowess on links courses, but the formbook is hard to argue with. He hasn't won on either main tour since the 2008 USPGA, and has only registered three top-40 finishes this season. Notably, those three better efforts all came on layouts where inaccuracy off the tee was less disastrous than usual. Without significant improvement in that department, a third Claret Jug looks most unlikely.
